if you read the funkeysspeak easy.com message, the Bandit funkey was sopossably cancelld. but they said its just a theory.
I say it's gonna be the 2009 exlusive because bandit's profile and stuff is still in the game I checked if you were to hack the game you could be Bandit. So he'll be released or they wouldn't have made his files,

Bandit was abandoned. When I called Radica a month back, they said that the computer couldn't give any more info. And when the lady I was talking to asked the head person, they said that it is uncertain but for the mean time they aren't having any plans for bandit.
